Mr. Rashkin has over 34 years of experience in the staffing and human resource industry with extensive knowledge and experience servicing commercial, federal, state, and local health care organizations. As a proven leader in the contingent workforce industry, Mr. Rashkin has built several health care and technical staffing companies with responsibilities exceeding $250M in annual revenues with over 10,000 contract employees.

Mr. Rashkin has been President and CEO of several successful companies including; Comforce Technical Services, Inc., a publicly traded company, RRA, Inc., Datatech Technical Services and Project Staffing Support Team to his current position as CEO of AB Staffing Solutions, LLC. AB Staffing (ABS) is an established and successful health care contingent labor resource providing RN’s, Locum Tenens, and Allied contract services to federal health care facilities across the country including the DoD. Mr. Rashkin’s entrepreneurial spirit brings a unique approach to seek out new business strategies that nurture human capital in an innovative and promising way.

Ms. White has over 20 years of healthcare and IT staffing industry experience. She pioneered the first vendor neutral whole-house Healthcare Managed Service Provider (MSP) in 2002 resulting in sales of $250M in contract labor spend, saving clients an estimated $18M annually. Ms. White is responsible for delivering a full range of customized services to manage the procurement, selection, engagement, and tracking of contract labor.

Her unique expertise helps Healthcare Organization s manage contract labor to reduce costs and risks while gaining efficiencies system wide. She has proven expertise managing large volume accounts resulting in cost savings, decreased utilization, partnership for conversions, process improvements, credential tracking, technology support, and access to an extensive clinical, non-clinical and IT vendor pool.

Julie O’Keefe

Ms. O’Keefe comes to AdaptiveWFS with over 20 + years’ experience in the healthcare staffing, and vendor management industry. She has successfully developed workforce management programs in various industries to include; Telecom, Financial, IT, Biotech and Healthcare. Ms. O’Keefe has worked with some of the most highly recognized healthcare institutions in the country to include; Large Children’s Hospitals, University Healthcare Systems, State hospital Associations, IDN Healthcare Systems as well as State and County hospitals.

Ms. O’Keefe is responsible for all operations, account management, vendor management technology partnerships and is highly skilled in implementing customized staffing programs that meet and exceed our customer’s strategic objectives.  She has implemented over 70+ workforce solutions that have resulted in improved healthcare provider quality, increase in staffing vendor engagement, advanced credentialing and billing practices and contract labor savings.

Proven track of success identifying market opportunities and developing profit generating strategies as well as securing bottom line in a highly competitive market.  Capable of defining business mission and integrating resource strengths to deliver impeccable performances. Strong communication and interpersonal skills combined with the ability to build robust relationships and effectively manage competing demands resulting in the achievement of challenging goals.

Drive business development through channel partners, networking, and other healthcare business relationships by fostering and maintaining strategic relationships with business partners, C-suite executives, and other influential buyers to secure software and service solutions sales. Managed eight state hospital associations across the country resulting in higher adoption of shared services.

Scott Johnson


Mr. Johnson is a Certified Management Accountant with a Master’s in Business Administration.  He has over 25 years of combined experience as a CFO/Controller. Knowledgeable in multi-state payroll laws, and billing practices. Mr. Johnson specializes in overseeing all aspects of the company’s accounting department including payroll, tax compliance and billing. He is responsible for all financial reporting, system compliance and cash risk management.

Jill Hulsizer, Esq.

General Counsel

Ms. Hulsizer oversees all legal activities and policies, corporate governance, contract administration, compliance and regulatory affairs.  She has worked extensively in matters involving labor and employment law, supervises all malpractice claims, and keep the company apprised of changes in government and regulations, including HIPAA and EMTALA legislation.  Ms. Hulsizer has been a licensed attorney in the State of Arizona since 2005.
